Pennsylvania Human Relations Commission: PA Fair Educational Opportunities Act
Section 504 – Section 504 of the 1973 Rehabilitation Act was the first disability civil rights law to be enacted in the United States. It prohibits discrimination against people with disabilities in programs that receive federal financial assistance and set the stage for enactment of the Americans with Disabilities Act. Section 504 works together with the ADA and IDEA to protect children and adults with disabilities from exclusion, and unequal treatment in schools, jobs and the community. Many students in Abington School District have 504 plans that are developed through an evaluation. The evaluation is conducted by members of the school team, which can include a school psychologist, school counselor, and school nurse. Together with parents, they determine if the student’s medical condition and/or impairment significantly impacts their functioning, and if it does, what accommodations need to be in place. Students who have 504 Service Agreements are monitored closely to review the types of needed accommodations. A student services representative typically sits in on the report card conferences to review the 504 document. Please refer to the PA School Code Chapter 15: Protected Handicapped Students for further information.
